Project description
| The project is multi - annual; the duration will be for three years. |
| The project will result in the formation and development of a European network of
organizations sharing their expertise in the area of non-formal adult education for
unemployed and disadvantaged women. |
| The synergistic effect of the shared experience of the participating countries will
result in better training models and methods to develop personal growth, build
self-esteem, and increase self-confidence among unemployed and disadvantaged women. |
Project Goals
| Improved communication between adult education organisations nationally and
internationally. |
| A sustainable partnership among project participants and an exchange of skills,
knowledge and experience in the field of women’s employment issues. |
| Improvement of the unemployment problem in Lithuania and the other less-developed
European countries. |
| An ensured sustainable partnership between public, social, academic institutions, adult
education providers and those in the private sector interested in the development of human
resources, nationally and internationally. |
| Increased gender equality in the labour market. |
| Reduction of age discrimination. |
Current situation
| More and more unemployed women cannot get jobs. Unemployment became a social violence
against women in labour market. |
| The women’s unemployment situation is closely related to gender equality and
discrimination against women in the labour market. |
| This problem exists even in Western European countries; it is worse in newly independent
European countries like Lithuania. |
| The unemployed women need to be offered, not only the opportunity of acquiring a new
vocational training, they also have a real need for education in general and social
subjects to increase their life-competency and boost their self-confidence. |
| The present system in the newly-independent European countries, such as Lithuania, for
the general and social education of unemployed women is in its infancy. |
| The sharing of the experiences and the successes of the more developed countries through
the network meetings, seminars and roundtable discussions will be of great value. |
Target groups
| Generally speaking, the target group of the project consists of unemployed and
socio-economic disadvantaged women in all partner countries. |
| Trainers on the mobility training for unemployed women in all countries. |
| During the first year, seventeenth experts in women’s employment, gender equality and
human rights issues from six partner countries will participate in the project. They will
be trainers, counsellors, researchers and leaders of different kind of organisations
dealing with women’s issues. They will disseminate the project results and benefit to
the wider target group. |
| Twenty unemployed women in Kaunas, Lithuania will be trained under the developed
mobility training module. |
| At least twenty new members of the network in different countries will receive
information on the project outcomes through the Internet. |
History of the project
| The idea of creating a European network was presented by SIF at an international
conference, “Women and unemployment in Lithuania” which the SIF organised on February
22-23, 1998. |
| The partners signed a Letter of Intent, pledging to assist in the implementation of this
idea. With this, a platform was created from which to launch the project. |
| The idea was discussed and received approval once again at an international conference
entitled, “The role of NGOs working in adult education in supporting local
initiatives,” held Lithuania on January 11th and 12th 1999. |
| Experts from six countries agreed that it is important for a more closely unified Europe
to develop an integrated, general and social education system to ensure gender equality in
the labor market and to foster better co-operation and understanding among its people. |
| This well-developed and up-to-date system with a lifelong learning perspective will be
an effective way to increase women’s employment |
Project approach and organisation
| Comparing analyses of women’s situations in the partner-countries on the basis of
official statistical information on gender equality in the labour market and in family
life. |
| Publishing a booklet in English, "Women’s employment situations"
on the basis of statistical data. |
| Two 2-day network meetings and roundtable discussions:
| "Where we are with gender equality"; |
| "Strategic plan for the European network for the years 2001 - 2003". |

| Two 5-days seminars:
| "How to improve the general and social education system for unemployed and
disadvantaged women - the common European approach"; |
| "Mobility training and counselling as an important part of non-formal
education for unemployed women to increase their self-esteem". |

| Development of the mobility training module for unemployed women. |
| Organising the mobility training session for twenty unemployed women under the prepared
module, in Kaunas, Lithuania. |
| Creation of a Home-page on the Internet, “European network of adult education
organisation working on women’s employment issues” and increasing awareness
.of the project through the national and international media. |
| Creation of an Internet data base of adult education organisations providing training
and retraining for unemployed and disadvantaged women. |
| Final conference of the project entitled, “New opportunities for co-operation
on the solutions on women’s employment issues in Europe”. |
Project outcomes
| The publication and distribution of a booklet on Women’s Employment and Gender
Equality in Europe. |
| A curriculum on counselling and mobility training for unemployed and socio-economic
disadvantaged women. |
| Twenty unemployed women will be trained in Lithuania under prepared training module. |
| A Home Page on the Internet, entitled “European network of adult education
organisations working on women’s employment issues”. |
| A data base of the organisations providing training for unemployed and disadvantage
women. |
| A strategic plan by which the European network of adult education organisation working
on women’s employment issues can operate. |
| An idea bank of the new tools and training models for lifetime non-formal training for
unemployed and disadvantaged women. |
Monitoring and evaluating of the project
| The monitoring and evaluation of the project will be done by the project’s consultants
from Sweden and Lithuania. |
| Evaluation of the project’s progress will be conducted:
| during two network meetings; |
| at the final conference; |
| by constant communication through E-mail. |

| Feedback on the project’s impact will be received from the newly recruited network
members through the information available on the Home Page. |
| The mobility-training module created during the project will be discussed with experts
and master degree students of adult education studies at the Vytautas Magnus University,
Kaunas. |
| Two visits by the project Co-ordinator to the European Commission are planned. |
| The effectiveness and usefulness of the mobility training module will be tested at the
SIF by organising a training session for unemployed women and receiving feedback from the
clients. |
Dissemination
| Publications in national and international newspapers and magazines are planned. |
| A Home page in the Internet will be prepared to promote awareness of the project and
recruit new members. |
| The publication and distribution of a booklet on Women’s Employment and Gender
Equality in Europe will publicise the situations in all partner countries. The booklet
will contribute to marketing of the project outcomes and recruiting of new network
members. |
| The developed mobility training module will be available for the trainers in all
countries. |
| A strategic plan for the network activities for the years 2001-2003 will be developed to
ensure the effective functioning of the network and dissemination of the project outcomes. |
