STATEGIC PLAN OF THE NETWORK for the years 2000-2002

During the network meeting in Denmark in March, 2000 the project partners created the strategic plan of the network. The strategic plan seeks to provide a clear purpose and directions for the next two years. It will be used to determinate the impact and outcomes of the network as well as define and distribute responsibility of all partners of the project including and new partners from Spain, Hungary and Estonia. The plan will provide the framework for the dissemination of the project outcomes and development of the national policies in non-formal adult education for disadvantaged women.

Activities:

The strategic plan are created with the purpose of ensuring gender equality in the labour market, promoting better co-operation and understanding among the adult education organisations in Europe working with women’s employment issues, and developing a training system with the lifelong learning perspective to foster active citizenship and enhance employability for unemployed and socio-disadvantaged women. The initial objectives of the network activities will be to extend by promotion innovation in learning provisions for women. The Open Distance Learning (ODL) package for the self-training on mobility program will be created including CD-ROMs and video-collection To increase women’s capacity to play a full and active role in society, an additional part of the mobility-training program will be created. This part will concern the promotion of women’s human rights and facilitation of women’s participation in the monitoring and reviewing of the State’s obligations regarding gender equality policy in the labour market and in social life.

During the second and third year (2000-2002) of the project, the following activities will be organised:

4. Developing the comparative analyses of women’s situations in partner-countries on the basis of official statistical information on gender equality in the labour market and in family life:

5. Organizing a videoconference (four hours) in Lithuania to disseminate the first year’s project results and promoting awareness about outcomes for the second and third year.

6. Creating the Open Distance Learning (ODL) package in English as a methodical part to the mobility-training program for self- training.

6.1 Organising a one-day seminar “ ODL Using CD-ROMs as an Effective Tool for Self- Training”.

6.2 Running a two-day network meeting to divide the responsibilities and to discuss the content of the ODL package (including CD-ROM and video collection). Creating two working groups (five country representatives in each group) which will be responsible for one module of the ODL package belonging to the concrete parts of the mobility-training program. Videoconference, meeting and seminar will take place at Kaunas University of Technology, Kaunas Regional Distance Education Center (KRDEC), Lithuania.

6.3 Developing and selecting the practical exercises and tests for CD-ROM through Internet online discussion.

6.4 Organising three days of meetings of the working groups for the final approval of the selected practical exercises and tests of the developed module and the content and design of the CD-ROM (one working group will meet in Odence, Denmark and another in Assen, The Netherlands).

6.5 Collecting and preparing the full version of the CD-ROM, including both modules in Word 97 format and distributing to all partners through Internet.

6.9 Selecting the video plot (5-10 minutes) relative to the mobility training module in all partner countries and creating the titles in English. Preparing a short description of the videotape’s content in Word 97 format on diskette. Distributing the videotape and description to all partner countries to create a video collection as an additional methodical tool to the ODL package.

6.10 Running a four-day workshop “Mobility Training Using the ODL Package Is an Important Part of Non- Formal Education for Unemployed Women to Increase Their Self-Esteem and Enhance Their Employability”.

8. Creating Tele-reporting in Lithuania about the network’s activities, the project’s outcomes and future activities. Creating English translation and distributing to all partner countries with the possibility of showing the report through national or local television or at the community level in their countries.

13.11 Organising a round table discussion of experts and representatives from the Estonian national authorities and leaders of women’s NGOs to raise the critical issues on women’s rights in the labour market. Sharing of good practices to implement temporary special measures (“positive discrimination”) to eliminate the discrimination against women in the labour market. Preparing the recommendation to the national governments to implement the special temporary measures to promote equality in the labour market. A workshop and round table discussion will take place in Tallinn, Estonia.
